[Typo3] Sharing frontend users and groups?

Hi!

I have a number of typo3 sites in a single installation. All these sites
need to share frontend users and groups. Typo3 for unknown reason does
not allow to create frontend users and/or groups on the root level.
However if I manually change pid for user/group to 0 (root page), it
displays these records on the root page and I can edit them.

Right now I cannot quickly verify if it works this way. If someone had
the same proble, please, let me know how it was solved. Thank you very
