[Typo3] Default Target Validation Problem

When inserting a link through the RTE we get:
<a target=_blank">

I need to strip out the target completely because it is destroying
validation. Is this default created in a conf file, or is it something I
am going to have to pull from TsConfig ? We started editing with rteKeep
but this is getting old and needs to become standard.
