I hope that Reena is not confused by your reply. I am. All I tried to do 
was follow Reena's example of user1 and user2. I think she wanted user2 
to begin the flow. User2 would need to be able to publish as you say. 
The schematic might be like the following.

One who may publish creates workflow -> one who edits may receive and 
send back to publisher -> publisher gets flow back and finishes it

Do I misunderstand?
