I am afraid - no, dont have a proper solution so far.

My best hint is NOT to mix translation approaches. Either use only translations or only language-exclusive contents on one page.
A mixture of translated contents, language-exclusive contents (and maybe additionally contents with language=all (-1)) is nearly impossible to handle correctly and the editors cant follow it at all.

also its impossible to have language-exclusive pages - because pages cant be created in other languages than default (translations stored in separat table).

extbase translations is buggy too, so - we have to sadly accept the fact, that typo3 translations are a mess.
