Yes TCA configuration changed from TYPO3 6.1 to 6.2.

We decided to keep the 6.1 style for TCA since the first TER release of the "new" ExtensionBuilder should be compatible with both: 6.1 and 6.2.

But there is a bug related to that: (seeBug #58887)

In any case you have to add a dependency in the extension that extends the model, then the PackageManager will care for the right order to load the extensions
