Applied the patch to TYPO3 6.2.3 and it solves... some issues.

Good:
sys_language_uid is now set correctly for FAL relations
(sys_file_reference) added to a translated record set.

Bad:
l10n_parent is 0 which is absolutely correct as a FAL relation added to
a translated record set has no parent. Sadly extbase seems to refuse to
fetch translated FAL relations with l10n_parent = 0.
