Indeed there seems to be no such document containing strict rules.
Latest doc is afaik
http://docs.typo3.org/typo3cms/CodingGuidelinesReference/PhpFileFormatting/UsingPhpdoc/Index.html
which at least comes with an example for a function comment block.
