Anyway I think that this is how the Logging API works, so 
differentiating the two is not really possible. All you could do is 
decide to log all debug-level messages (for example) to another facility 
(like devlog) so that they are separated from what I called "syslogs".

But it is still not neutral for developers. I means they must write 
their messages with "debug" level instead of other levels. Just the way 
they will choose today to write to devlog rather than syslog.
