This can be done rather fast AFAICS, IMHO this is not a "full" project.

This depends heavily how much of the packagist/jQuery repository code is 
reused. That can vary between a day and a few weeks.
This depends also on how much further work you want to put into it (e.g. 
various admin panels).

This depends if you want to tune the existing TER or if you want to replace 
it altogether.
