It's just a essency of common framework technics. 

What do I like to use, without having to much overhead?

After all it doesn't want to replace the extension_uploader extension.
It's an approach for the commandline. 

When I work with vagrant I don't have a TYPO3 instance on my host (Mac OS)
but I still can upload extensions for the guests.
