Hello Thomas,

The words don't tell us, if it is the local server or the TER server.
 
"SOAP Error" could indicate, that PHP is installed without the SOAP-Module,
specially if you have the impression, that is doesn't connect with TER at all,
and the Error is thrown immidiately. In that case all extension uploaders 
will likely not work.

If the Error is a response from the TER server, there are probably more words
and even some HTML.

I guess you have to install the SOAP-Module on Ubuntu.
