[TYPO3-dev] Ending usage of the Pending Documentation page

Hi,

Some thoughts about making documentation easily available and yet 
independently maintainable:

- put rendered manuals and documentation in an extension in TER (or a 
few extensions); documentation can be updated as often as any extension 
can be updated and independent from core
- it's possible to set TYPO3 version limits in those documentation 
extensions to make it easier to keep the correct versions together with 
the core
- extend the functionality of docPath emconf parameter to support EXT: 
syntax; this makes it possible to point to the documentation of the doc 
extension in a sysext
- documentation and sysext manuals are available in TER and can be 
rendered for online use

E.g. for workspaces sysext
$EM_CONF[$_EXTKEY] = array(
....
   'docPath' => 'EXT:doc_sysext/doc/workspaces',
);

This requires limited changes to EM (TER doesn't support docPath yet AFAIK).
