Yes. The option to have a value in the checkbox option in TCA was hardly 
ever used and most users didn't understand how it worked.

Maybe it's a bit strange to create all-day events when start and end 
time are empty. What if only start time is empty and end time is filled?

It would be easier for someone to mark an event as "all-day".

Events are pretty complex to handle:
- all-day events
- recurring events
- multi-day events which only take place during certain parts of the day
