[TYPO3-dev] GIT: add a default commit message template

Hi,

i checked that and it works fine.
I configured it with
git config --global commit.template /c/Users/<yourname>/gitcommittemplate

and it's used when i commit from console. unfortunally phpStorm doesn't 
know about.
