[TYPO3-dev] cookieSecure =1 & exception in the frontend?

Hi,

another thing I found when working with cookieSecure=1 was that TYPO3 
throws an Exception (#1254325546) when the frontend was used via HTTP.

This is also what you'd have to expect since this is also documented in 
the Installtool. But I wonder why this makes sense, there's no lockSSL 
setting for the frontend (even if #11950 added the general option for that).

So shouldn't we limit the Exception to appear if the backend is opened 
with HTTP? Or should we just add some additional documentation to the 
Installtool and e.g. point users to the 
"typolink.forceAbsoluteUrl.scheme" option?
