Hi,

just to clarify, because all people think in "TER" as the universal thing :)

There are many independent extension, all in forge so are visible.

[1] ter - this is the extension delivery
[2] ter_fe - this is the part showing extensions eg on typo3.org, 
user/key management etc
[3] ter_doc - this is the part render and show manuals

ter_doc has many additional extensions for different formats like [4] 
opendoc, html etc

For knowing what's going on with extension rendering, install a copy of 
ter_doc on your computer and render yourself. On typo3.org the included 
cli does the job every night.
