[TYPO3-dev] What is the purpose of sysexts?

My idea would be:
- 30 day timeframe for ext author to tag their extensions.
- After that another 30 day timeframe for comunity members to tag yet 
untagged extensions.
- Move all extensions that remain untagged after this period to some 
sort of archive, so they canstill be found, but not installed via the 
ExtMgm (just supply a like to a T3X or something).
