Up:
- Much easier to maintain (e.g. packaging for the core)
- Easier integration with core features (e.g. if the ext needs certain 
functionality within the core)
- No version chaos with sysext A being out of date with Core B, thus 
breaking the system
- very clear definition what is maintained by the TYP3 Core team and 
what isn't.

Down:
- Slower release cycles (though I think if really important changes are 
done to a sysext the minor version number leaves us with 99 changes, 
enough for a minor release every week).
