Well - it depends.

What exactly is the difference between what you call a "website" and a
solution that will use TYPO3 as a CMS-framework for a "web based
application" to be shown within the "intranet"?

The purpose of a CMS is to manage content.
TYPO3 can even manage "digital assets" since DAM is working properly now.
And there are a lot of features regarding rights management and access
mangament for both content and digital assets.

Even if TYPO3 might not be the best tool for this job, it would be capable
of doing it quite comfortable.
So IMHO you should go for TYPO3 in case you (and the editors) already know
it, because this task might be easier to tackle than going for a completely
new (and unknown) system just because somebody told you so.

The major task would be to create comfortable BE modules in addition to the
existing page and list view features to have the editors easily manage stuff
in the BE. On the other hand it might be worth thinking about a completely
FE based solution with the TYPO3 BE working as a master to be used by
special editors and/or admins only.
