[TYPO3-dev] Shared cache for translations

Hi!

If we can use a shared extension cache then we can also share the
translations.

I'm not sure if this can also be done via the new cache, so maybe we
need a global variant of typo3conf. Perhaps typo3shared or typo3global.

When we do it we can also move typo3/ext to typo3shared/ext. So the
stuff gets out of the source directory. If were really funny we can
rename typo3/sysext to typo3/ext afterwards. Perhaps. this could make
path resolving easier. The reason is that we have then 3 identical
directory layouts. The priority is of course "typo3conf, typo3shared,
typo3".
