I have short and a bit dirty made a patch which work both in 4.2 and 4.3.0alpha1. 
Only CSS patch on t3skin. Check how it looks on these two sites;

I would prefer not to make an RFC on it for 4.3.0, because I think the HTML 
(template) for login screen should be recoded to tableless design. A RFC 
for 4.3.0 should be both a new login.html and necessary CSS-changes, anf 
take care of other ideas

But it should work as a patch for 4.2 branch, which has the table hardcoded 
in index.php.
