Hm, the question where to add them. Most of the $TYPO3_CONF_VARS are not 
documented but described in the install tool since these settings effect 
behaviours for the whole TYPO3 installation. Espacially in the locking 
situation, this feature comes up with a default value which works in 
most cases - but admins have to know that it exists and can be defined 
using the install tool.
