[TYPO3-dev] Content Fallback

Hi Dmitry,

When setting:
	config.sys_language_mode = content_fallback;1,0,7,3,2
content should fall back in steps. - and that does not work.

The actual behavior is a one step fall back only, just as in:
	config.sys_language_mode = content_fallback
- so the steps are ignored.

The basic function of translation handling that is explained in the 
manual you are referring to is working perfectly.
