[TYPO3-dev] General thoughts about userTS and pageTS

Hi,

i often stumble about some settings that are only available in userTS, some 
are only available in pageTS.
This is often irritating, in many forums or newslists you find many 
questions about.

So i try to make a abstract model, here my thoughts

- pageTS should be a global setting (for the branch)
- userTS should be a setting for users or groups that overrides settings in 
pageTS
- all settings should work in both sections (except userspecific options in 
userTS)

This is very abstract, i also want some further enhancements

- allow in TS to define default values for form fields
- allow in TS to set form fields to required
- allow in TS to set palettes to "canNotCollapse" (eg: need for header to 
use layout for the right document structur and header hierachy)
- allow in TS to enable/disable divider2tabs

having this in pageTS would give the possibility to make special 
configration for a specific page branch or a single pagefolder

With this it should be possible to define it all with TS without any php 
knowledge (would be my wish).
