I think that this needs to have some options to fine tune things.
Removing all meta data unconditionally doesn't sound very flexible to
me. Eg for DAM you might want to have at least some of them.

But maybe it's enough to turn it on/off possibly defaulting for uploads/
to on and off in fileadmin/.
