No, they shouldn't be removed. As for usability, Drupal's admin area
handles secondary options reasonably well--fieldsets that can be
collapsed/expanded with javascript. This means the content is loaded
in every case, but this shouldn't impose much of a speed penalty (and
it's a good argument for improving the markup in the BE which is,
frankly, atrocious).
