Well, TYPO3 is enterprise level CMS. If user does not have access to Apache configuration, it usually means he cannot optimize server for TYPO3. In this case user should choose another CMS. There is no point flying Boeing from your garden ;)

I do not think it is a fix. In my opinion it is more a hack for one particular infrequently used TYPO3 feature :)

Don't misunderstand me: I am not against changes as such. But "type=000" does not look like a right thing to me.
