That is not equivalent of "Clear all cache". cache_* tables are not only for FE. While creating tables with "cache_" prefix is discouraged, it is not forbidden. Plus this clearing is not only about "cache_" pages but also for tables that can be marked as cache tables by extensions. These can be easily BE cache pages. Therefore it is more "system" than "FE".
