i don't think that is really needed. There is a default file 
"maintanance.html" which can be overwritten by user with any content he 
likes.
So i don't see a reason to complicate it.

not bad. if the file is there, and we are not in maintanance-mode, the file 
will be renamed to
_maintanance.html
This can be used for such cases. Look where to core where this has to happen 
to remember for later.
