[TYPO3-dev] Locallang charsets management

I don't think locallang.php should have a charset, I think they should go away.

But the main idea is, I think, that all labels are held in the rendering 
charset instead of TYPO3's notion of language charset.

For this scenario I have made a patch for the BE, which worked fo me.
