There is no anarchy in typo3. Development is driven and decided by 
several committees. While 4.1.x may run with PHP5, core team never 
announced that. So old requirement remains: PHP 4.3.0 or newer. Versions 
4.1.x must support PHP4 according R&D committee decision and we have 
very strict rules about not brining new features to maintenance branch. 
So it will never require PHP5. As to 4.2, it is officially announced 
that it will require PHP5 because it is new release.

I think I will not continue this topic anymore because it only takes 
time but leads to nothing. You may believe whatever you think is correct 
version for 4.1.x :)
