well, sort of. It might work in your newsreader because you also use 
ISO-8859-1 as default encoding for your messages. But when you don't use 
(as many in the NG don't), you get the error because M$ OE doesn't send 
any encoding information in the message headers, so in my eyes it's more 
a bug of his news client. ;-)

And btw. - I'm not the first guy mentioning this :-)
