Experimentally I noticed that you may move (content) elements from one page 
to another if you create manually a version for both of them. And you can 
also move elements within a page version.

So currently I think the best working setup is: no auto versionining, only 
page versions.

To make auto versionining usable with element versions Web>page would need 
a "merge version" feature (bug filed already). The idea is to allow merging 
all existing element versions of a page into one new page version.
