Here's why I mentioned the Association:

Last year on April 17th, Karsten wrote this and for a reason unknown to 
mankind, I remembered it:

"We (the association) is looking into this currently. Last year we 
missed the deadline, but this year we'll probably take part. "

And 2 weeks later he added:

"The bad news is that we missed it this year, too."
