Could a simple file repository on typo3.org be a temporary solution. As long 
as llxml gives the opportunity to export and import (merge) language files 
it's an easy way. Shouldn't be much work to make a solution like this working.

On http://typo3.no/ there are implemented one. Logged inn users can upload 
files.
