It is distriuted with it as system extension, but not enabled by default.

If it is in typo3conf/ext/ this means it has been installed manually
somewhen. WHen you say it appears in localconf.php, what do you mean? Is it
contained in extList? Maybe you can post your localconf file (without
sesnsitive parts, of course) here.
