Version number is also in the http:// pathes or TER:
http://typo3.org/extensions/repository/search/tgcitymap/0.1.0/details/

It would be possible to put it into a completly independent repository.
Let's call it TPR (TYPO3 Planning Repository) to take away the image of a
bloated TER.

That is a difficult point for now unless the feature is implemented again.

Maybe not just for the tools, but also for the workflow of planning and
production inside the developers community and how successfull that works.

The important question is, how to share the load of the development on many
shoulders, without loosing the overall idea. How to bring many developers
to contribute their personal part.
