Agree! To me this is the logical way to do it today. As the Template are 
the main place for most of the configuration, it feels logical to open it 
to include new static templates. 

But maybe it's possible to give the user the opportunity to enable a static 
template when configure the installation. Should not reduce the flexibility, 
and gives the opportunity to have a extension up and running really fast. 
But it's maybe difficult to achieve.

An example (regarding to your extension articles)
--- after the tables ---
Configuration

<box/selext> Enable Static Extension Templates

Choosing any value here vil select/enable the choosen Template as standard. 
It will also make the extension ready with standard configuration. And so on.

Could it be a future solution.

The user could disable it the ordinary way and/or change to another, even 
writing the configuration direct in the TS Constants or TS Setup


Slightly out of topic! I have already made my own static templates for tt_news 
and sr_feuser_register with my configuration of preference. As time beeing, 
it looks like it saves time when making new installs and configurations. 
And I know I probably could achieved exactly the same other ways.
