It's a wiki. See the examples from the other projects.

1.) Join ECT by subcribing at the bottom of the page: email, interests
2.) Add the project to the Member projects list with a link to a new project page.
3.) Follow the link. Start a concept. (Right yesterday Kasper mentioned that any
concept in the wiki are of great value itself, even if it is not directly realized.)
4.) Find other members that join in.
