Ok, i tried to get at least this part working, but i was
not successful. 
I used the approach described in doc_core_inside chapter 3.5
and copied the files from lowlevel/dbint.
I thought i did a mistake because i get the error that the localconf.php
could not be found, but this also happens in the refindex.cli.php:

root at zaphod:cli# /var/www/TYPO3/typo3/sysext/lowlevel/dbint/cli/refindex_cli.phpsh
localconf.php is not found!

there seems to be a bug in init.php because localconf.php is
search as /var/www/TYPO3/localconf.php ...
