Patric Gaumond has started a wiki page for this a few weeks ago:

http://wiki.typo3.org/index.php/Extensionscategories

Please also see the thread "extension categories" in ECT.

Before somebody starts the 10th category tree for his extension I suggest
to think about a global one. Take one of the existant, stuff it into an own
extension and to call "the global category extension". We wait for that
since long.

This example shows that it would be usefull to also have a frontend/module
input form of it.
