Hi,
First I like to say thank you to Erik and Sander: You can put
much better words on my sometimes fuzzy thoughts. Kasper,
listen to them! ;-) :-)

I certainly agree with those that say we´re on the right track!
But the first "director" I think has to be you Kasper...
Right now you are the leader of this community, whether you want
it or not. So you have to start this process and in the mean
time look for one or more people to take over - maybe bit by bit.
Take the lead in T3A board and see to it that coordination,
communication and guidelines get into the different committees.
Then encourage the committees to organize the different teams in
the same way - and so on down to the smallest group.
If you start showing the way, many will follow and suddenly this
works without you doing so much about it! But always keep an
small eye on things so it doesn´t loose track... ;-)
