And who will summarize all the good ideas suggested by people in this 
thread in a "white paper" ?

It's useless designing people if none people wrote down the main 
politics rules and goals.

I agree with him. First of all, let's state how we can enhance social 
connections, even in a virtual way (if i've understood erik well).

I'm absolutely convinced that it could work if :
- We build small cooperative dev projects whith a project leader who 
manages dev contributors,
- This projet leader has the responsability to ask for help, collect 
devs atomic components, test and assembly the project final package,
- All projects are available and visible (i mean goals, open tasks, 
current actions, dev needed to be tested, and, of course, validated 
sources and documentation), through a global open tool (maybe the 
playground)
- The core team is responsible to define the global project rules (in 
terms of coding rules, maintenability, comments, documentation,...), 
integrate the projects in Typo3 and labellize them.

But think small projects (package maybe ?? as it is the usual word for 
that), IMHO it's a good way to have a better performance in a volunteer 
cooperative work perspective.
