Hi Dan,
So, I assume as soon as Andreas set up a typo3xdev playground you can start
to play, right? Go ahead.
One comment:

I would hope for the opposite; the funds of the T3A comes from memberships,
conference surplus etc. It is PERFECT to sponsor research with no
guaranteed results in terms of working code while every new invention with
a direct market-impact is easy to get sponsored with additional money!
Honestly, for me the necessity of the Association is to guarantee research
because we did just fine when we needed money for features. If the T3A
can't support "blue sky" thinking it looses its relevance on the R&D part
at least.
At any time when motivation is high enough it is better not to spend money.
