Well, this sounds a little bit too harsh.
One reason that there has not been the kind of output from the dev list
like you expected it might be the way developing of the TYPO3core is
organised.
Not everyone has write access to the TYPO3core and we certainly don't
want that. But to exchange ideas and show them "in action" I think it
is important to provide interested developers with the resources to do
so.
With resources I mean a playground [1] where every developer interested
can apply changes to a separate version of the TYPO3core which will be
located in the SF.net CVS repository of the TYPO3xdev project. This
version of the TYPO3core could lead to "technology preview releases"
but will never result in an official release of TYPO3. The official
releases will benefit from the playground every time code from the
playground will be integrated into the TYPO3core.
Providing interested developers with a playground will make sharing and
showing ideas easier because no one will have to apply patches and send
patches around because CVS will do the dirty work and developers can
focus at what they are best at: Developing good code for TYPO3.
Interested developers would need to have a SF.net account and apply for
write access to the playground module in the TYPO3xdev CVS repository.
Write access will be granted with no questions asked.
Write access could be withdrawn if a developer is consciously doing "bad
things" in the playground. The withdrawal will happen immediately after
gaining knowledge of the misbehaviour of a developer. The case of
misbehaviour will be discussed among all developers working in the
playground and a final decision will be made. I believe that no "bad
things" will happen and if they do happen the developers will act in
the right way.
[1]: The idea of having a playground for interested developers is
nothing new and was first introduced by Ingmar Schlecht.
