Hmmm what about  setting up some kind of hierachical diagramm 
based on the 3 aspects mentioned 
by Kasper to cover the organisational problem.
This should include things like responsibilities/workflow etc.

Such a "theoretic organisational concept" could be used to
to play over the most common situations.
