[Typo3-dev] New layout?

It seems to me, necessity has ripened to create the specification on 
standards for BE modules and extentions (e.g. tt_news)

To me it seems, that for simple users (editors of a content) it will be much 
easier to have before itself  such appearance of "desktop":
