Apart from what Christofer wrote my answer is that we need it to give TS 
a definite future.

With validation TS can take up with XML and even beat it. Without there 
only remains the advantage of a short notification. That is a lot but 
will not be not enough to bring a clear decision for this side or that. 
The descussion TS vs. XML would go on.

The question of validating TS is a very important one.
