[Typo3-dev] Updated timeline for 4.0

Hi folks,

as it has been discussed, we finally agreed to update the release timeline
for TYPO3 4.0 has been updated in order to have a final release together
with the new Corporate Design.

Please find below the new dates and goals.

December 20:
- Release 4.0 beta 1
- 4 weeks for testing

January 24:
- Feature freeze
- Release 4.0 RC1
- Two weeks for testing (one week more than usually because of t3board)

Jan 29 - Feb 4:
- T3board

February 7:
- Maybe: 4.0 Final!!
- Otherwise: 4.0 RC2
- If another RC is needed, each one will add 1 more week for additional
  tests

Please be prepared for the first beta to help testing the new release as
good as possible.
