I know you joked about this, but seriously - no :-)

In future, there will still be a package for the source and one for the
site, but strictly speaking it is no longer a site but a framework for
_any_ other site that will be either imported or created from scratch.

So if you want to create a new site you will have to start with the dummy
site in any case (of course except you build the structure manually).
